No, There is no way to submit the form offline. you can submit bpsc form only online.
You can submit the form online from bpsc website ie
a) Registeration: To fill online form you first need to open this link www.onlinebpsc.bihar.gov.in on browser and then complete the registeration using mobile and email.
b) Examination fee: You need login on the portal using username and password and pay the required payments.
c) Application : After completing the payment you will get an option to fill the application. Once the application is completed then download the pdf for proof.

You can login using your username and password. And you can check on dashboard if payment option is not displaying and inplace of payment option if application form link is displaying there then you can consider that your payment is completed.

Admit card is available on portal before a week of examination.
you can login on portal using username and password and you can get roll no on dashboard
To download admit card of any bpsc exam, you can login on portal https://onlinebpsc.bihar.gov.in using username and password those which you got at the time of exam registration. Once you logged in there you can go on dashboard and can get download button there.
